In the past 18 months, over 2,000 Sri Lankans have been kidnapped or murdered, allegedly by government death squads. Now Human Rights Watch is calling for aid to Sri Lanka to be withheld.
The Tamil homeland of Northern Sri Lanka is once again a war zone. The government is convinced it can crush the rebels within three years. "They only have this area left", states Brig Prasad. As well as targeting Tamil rebels, the government is accused of thousands of; "extrajudicial killings, abductions, disappearances". Most of the disappeared are ethnic Tamils. MP Mano Ganesan believes the abductions are; "a means of crushing the Tamil national struggle". The capital, Colombo, teams with police and soldiers but none of the abductors have been caught.

Sri Lanka's army says it is closing in on the Tamil Tigers' de facto capital in the north.
For more than two decades, the country has been entangled in a bitter civil war.
More than 50,000 people have been killed in the conflict between the military and the Liberation Tigers of Tamil Eelam, or LTTE.

In 1956, an ambitious politician used the race card to be elected. He promised to make Sinhala the official language. Tamils who weren't fluent were dismissed, sparking a backlash that contributed to the emergence of the Tigers. In the war that followed, an estimated 40,000 disappeared. "We live in a country where anyone can take away another person, and nobody can do anything to stop it".

Tamil Tigers claim the government is secretly arming paramilitaries. But the government refuses to even acknowledge the paramilitaries' existence, leaving both sides poised for war.
"We have a military wing, political wing, intelligence wing", boasts Pradeeb, Head of the largest paramilitary force, the Karuna Group. Militias like his, made up of disenchanted Tigers, have vowed to take on their former colleagues, the Tamil Tigers. They're accused of working as a proxy force for the government, jeopardising the cease-fire. But the government refuses to accept their existence. "There are definitely no armed groups", states Secretary of Defence, Gotabhaya Rajapaska. However, as long as the government seems unwilling to tackle the paramilitaries problem, a return to full-scale war looks inevitable.

Sri Lanka is being torn apart by civil war as Hindu Tamils and Buddhist Senhalese clash once more. This report was filmed inside Tamil held territory and across the front line on the very day the war restarted. We travel from Anaranapuram to the town of Vavuniya, and across the front lines to the rebel held, Jaffna, where ordinary Tamils face a daily struggle. Tamil radio blares out news of the war on the streets of Jaffna. A 70 year old man flees his home, loading all his possessions onto a truck. Heavily laden civilians walk across a lagoon at night. It's watched by snipers, but is the only route open between north and south. At the Tamil headquarters women fighter 'Tigresses' train for war. "We will lay down our lives for Tamil Eelam," says one. Their willingness for martyrdom has earned the Tamil Tigers a fearsome reputation. A Tamil leader explains that inhuman treatment of Tamils caused the renewed fighting. We interview the father of one of the suicide Tamil 'Tigresses' whose attack on two Sri Lankan navy ships sparked off the fighting. She was just 22 but her tearful father speaks proudly of her sacrifice. The Tamils are determined to exert their rights and are well prepared to use force.
